TELEC was accepted as a registered approval body according to the Telecommunications Business Act, Article 86 on July 16, 2014 by the Minister of Internal Affairs and Communications. We conduct certification of type services and technical standards conformity approval for terminal equipment according to Article 4 paragraph 1 and paragraph 2 of the Ordinance concerning Technical Standards Conformity Approval of Terminal Equipment.
When using terminal equipment across a telecommunications carrier network, essentially a user is required to take the telecommunications carrier’s connectivity test and verify whether the terminal equipment conforms to standards based on the Telecommunication Business Act. However, in connecting equipment that has been approved by a registered approval body for conforming to technical standards and is affixed with a technical conformity mark, the user of the terminal equipment can connect and use the network without verification of connectivity by the telecommunications carrier.

(1) Application procedures
Two application methods are available along with submission of required documents to TELEC.
1. TELEC carries out testing on submitted terminal equipment.
2. Applicant carries out testing and submits the test results to TELEC. In this case, the testing method etc. needs to meet with the Rules Concerning Technical Standards Conformity Approval for Terminal Equipment.

ISO 9001 documents can be submitted as a substitute for the statement of verification method as evidence that all factories and places of business that handle terminal equipment have conformity to all items contained in Appended Table 3 of the Ordinance Concerning Technical Standards Conformity Approval for Terminal Equipment. The valid target, scope, content, period etc. of the applicable certification standards need to conform to and cover all of Appended Table 3 of the Ordinance Concerning Technical Standards Conformity Approval for Terminal Equipment. |

- Notes 1
- In corporation or organization applications for certification of type, the applicant becomes the representative. However, documents must be sealed or signed by the person in charge at the corporation or organization. When the application process is entrusted to another party, power of attorney from the person in charge of the applicant to an entrusted nominee is required. In this case, the seal or signature of both the person in charge of the applicant and the person in charge of the nominee are required on the application.

- Materials explaining the conformity of terminal equipment to technical standards, and documents showing test results conforming to the following two points, and documents demonstrating the said test results conforming to the following two points.
1. Testing conducted using measuring equipment calibrated to Article 87, paragraph 1, item 2 of the Telecommunications Business Act. (Please attach documents showing the name and model of the measuring equipment, the name of the manufacturer, serial number, date of calibration, and the full name and title of the person who conducted the calibration.)
2. Testing conducted by testing methods specified by the Ministry of Internal Affairs and Communications Notification No. 99 (January 26, 2004) or methods equivalent to or better than these.

- When conformity to technical standards cannot be verified on submitted documents alone, applicants may be requested to submit application equipment for testing and inspection. Inspections are conducted on the premise that the responsibility concerning test results lies with the applicant.
